奥克兰孔子学院第二届孔子学院大会交流材料

一. 孔子学院概况
Brief introduction to Confucius Institutes

奥克兰孔子学院位于新西兰最大的城市奥克兰,由奥克兰大学承办,中国合作方为复旦大学。2005年3月22日,奥克兰大学与汉办签订意向书, 筹办孔子学院。2007年2月16日中国新年之际,新西兰总理海伦•克拉克为奥克兰孔子学院正式揭牌。

The Memorandum of Understanding of the Confucius Institute in Auckland was signed on 22nd March 2005.
Officially launched by the New Zealand Prime Minister, Helen Clark, on 16th February 2007, the Confucius Institute in Auckland is nested in the University of Auckland in partnership with Fudan University of China.

二. 组织和管理结构
Organizations

奥克兰孔子学院受学院理事会领导。理事会主席为奥克兰大学副校长Christopher Tremewan 博士, 理事分别为复旦大学副校长王卫平教授、汉语基金会主席Derek Firth、奥克兰大学亚洲学院康浩(Paul Clark)教授,、奥克兰大学中学联络办公室主任 Ken Rapson先生以及中国驻奥克兰总领事馆的高宇航教育领事。具体工作由姚载瑜院长和复旦大学的周兵副院长主持。学院直接隶属奥克兰大学。
学院向大众提供免费会员申请,学院的资料中心也向学生、教师、研究人员以及其他对中国语言和文化感兴趣的人士开放。

Confucius Institute in Auckland is governed by its board and managed by Nora Yao, the director and Bing Zhou, the deputy director from the Institute’s partner Fudan University in China. The board is chaired by Dr Christopher Tremewan, Pro Vice-Chancellor (International) of The University of Auckland, the members include Prof Wang Weiping, vice president of Fudan University; Mr. Derek Firth, chairman of the Chinese Language Foundation; Prof Paul Clark, the professor of Chinese in NZ; Mr. Ken Rapson, Director of the Schools Partnership Office, University of Auckland and Mr. Gao Yuhang who represents the Chinese Embassy in NZ. The Institute offers free membership to friends of Confucius Institute and its resource centre is open to all students, teachers and researchers of China studies as well as those who are interested in Chinese language and culture.

三. 发展目标和计划Development objectives and plans

奥克兰孔子学院的发展目标定位为旨在建成为新西兰中国研究的一个中心,通过组织和推广汉语教学、中国文化,使越来越多的新西兰人更多、更深入地了解中国。
我们具体的工作目标主要有以下几个方面:
首先,在汉办的直接领导和支持下,依靠中国政治、经济、文化等各方面的飞速发展所创造的良好契机,开展语言和文化推广工作;

The Institute aims to develop into a national centre of China studies with the aim of educating more and more New Zealanders to become ‘China literate’.

Our specific objectives are mainly as follows:

1. Under the leadership and support of Hanban, the Institute is taking the opportunities brought by China's political, economic and cultural developments to promote the Chinese language and culture.

其次,依托奥克兰大学和复旦大学这两所著名大学的教学和科研优势,展开较高层次的、多方位的合作交流,使奥克兰孔子学院成为连接两所大学、两个国家的纽带和桥梁;

2. The Auckland University and Fudan University are both prestigious universities with excellence in teaching and research. The Confucius Institute is building a bridge between these two universities and the two countries to create a platform for a higher level, multi-disciplinary exchange and collaboration.

第三,积极联合新西兰各个地区、各个方面的中国研究、汉语教学及文化推广的机构及其人员,协同合作、相互配合,以使各项活动的展开发挥其最大的效力、取得最好的效果。在现有工作网络的基础上,进一步扩大交往和联系,建立一个紧密的工作网络和合作关系;

3 The Confucius Institute is taking a leading role to liaise with all China related organizations and areas of expertise in the country to utilize the available resources to enhance our objectives and achieve better results. We aim to extend and strengthen the existing network to form an effective collaboration network.

第四,新西兰中小学的汉语教学基础薄弱、起步不久,我院借新西兰教育部新一轮课程改革的机会,以初中汉语课程为重点,扩大整个中小学汉语教学基础,提高新西兰学生对中国的了解,从而为大学的汉语教学及更高层次的中国研究项目的展开创造更好的条件。我们计划通过我们的推广工作,能够在几年内使这一人数有比较明显的提高,争取在2011年底使学习汉语的中小学生人数从目前7000达到50000人左右。

4 Chinese language is a new subject in New Zealand schools. The Intermediate School Taster Program offered by our Institute matches the Ministry of Education’s new language policy. At the same time, it enables us to focus the Chinese language promotion on young New Zealanders, thus helping to sustain the China studies programs and research in tertiary institutions. We aim, through our efforts, to increase the students of Chinese in primary and secondary levels from 7000 to 50,000 by 2011.

第五,借助2008 年北京奥运会、2010 年上海世博会和新一轮新中自由贸易协定等有利时机,加强与新西兰公众、工商企业和政府组织的联系,为他们提供诸如语言培训、专题讲座以及直接与中国联系和交往的机会。

5. The opportunities brought by the 2008 Beijing Olympics, 2010 Shanghai World Expo and Free Trade negotiation between New Zealand and China further enhance the Institute’s capacity to link NZ business people, government organisations and the public with China. The Institute will provide them with training services, lectures, seminars and direct contacts and relationships with opportunities in China.

2007年2月,中国驻新西兰大使张援远在奥克兰孔子学院揭幕仪式上发表致辞,评价道:“As the world shrinks thanks to technological advances, we feel an urgent need to develop better communication among countries. The task of securing a peaceful and prosperous world requires that we rise above cultural differences, increase mutual understanding and overcome barriers to common development. The Confucius Institute is our answer to that challenge.
As you know full well, the Chinese language is spoken by nearly one fifth of humanity. It is the key to understanding the rich Chinese culture, and the key to understanding the country that is increasingly important in world affairs. So far, more than 130 Confucius Institutes have been established worldwide. And Chinese is taught in 2300 universities, tens of thousands of primary and secondary schools in more than one hundred countries, New Zealand included.
The Chinese government feels obligated to meet this groundswell of enthusiasm for Chinese language, particularly in the area of training teachers and preparing textbooks. Let me take opportunity to pledge the full support of my office to the Chinese learning across New Zealand and the work of the Confucius Institute of the Auckland University in particular. I have no doubt that with our concerted efforts we will soon see an upsurge in the learning of the Chinese language and Chinese culture in this country. “

2007年5月,新西兰外交部长温斯顿•彼得斯在访问中国期间,也发表演说特别提到奥克兰孔子学院在推动新西兰汉语及中国文化方面的重要作用。他说:“While there is no substitute for studying in another country to truly understand it, Auckland University's Confucius Institute, which opened in January, will do much to promote Chinese language and culture in New Zealand. ”

新西兰奥克兰市地区议会主席麦克•李(Michael Lee)于2007年10月专门出席奥克兰孔子学院主办的新西兰第一届中文写作比赛的颁奖仪式,之后他专门为孔子学院即将出版的本届比赛优秀作文选写了序言。他写道:“With the phenomenal renaissance of China as a great economic and cultural power, and the growing influence of China in the Asia/Pacific region, knowledge of Chinese language, culture and history are leading edge academic subjects. New Zealand also has a growing Chinese community. It is vitally important that in order to succeed in a multi-cultural world New Zealanders be actively encouraged to learn Chinese language – and from an early age.
It is therefore with great pleasure that I commend the Confucius Institute and the Chinese Writers Association for initiating the remarkably successful Chinese essay competition. The competition is planned to be an annual event and will certainly reinforce the reputation of the University of Auckland as the eading centre of Chinese Studies.”

五. 孔子学院的特色、建设经验、存在问题及有关建议
Features, experience and existing problems of Confucius Institutes and relevant suggestions

奥克兰孔子学院的主要特色有两个方面:第一,我院是新西兰全国唯一的一所孔子学院,并且位于新西兰最大的城市奥克兰,这为更好地在全国范围内开展并带动汉语教学和中国文化的各类推广活动创造了有利的条件;第二,我院的承办者奥克兰大学不仅是新西兰排名第一的大学,也是在全世界名列前茅的著名大学,有着雄厚的教学和科研实力,这成为我院工作最有力的依托和支撑。

Confucius Institute in Auckland has two main characteristics:
First, being the only Confucius Institute in the country, located in the country’s largest city, the Institute has taken on the national role of being a nexus for developing and promoting Chinese language and culture activities.

Secondly, The Institute’s host university, the University of Auckland is not only the top university in the country, but is also one of the best universities in the world with strong teaching and research capabilities. The Institute is able to draw on these resources and receive support from other universities.

新西兰地广人稀,人口主要集中在若干主要城市的特点,我们的活动也主要集中在这些地区进行;再如,新西兰汉语教学层次分布不均,在大学阶段汉语教学较为普遍,有着比较雄厚的教学基础和实力,而在中小学阶段汉语的则非常薄弱,因此我们将工作重点放到中小学,推广汉语课程、介绍中国文化,以扩大汉语教学的基础;此外,由于汉语教学在新西兰仍然处于起步阶段,因此我院在工作中采取以文化推广为主、语言教学为辅的策略,首先提高新西兰人对中国的兴趣和认同。

New Zealand is sparsely populated with the population concentrated in a number of major cities where our major activities are concentrated. The Chinese program is quite common at tertiary level and most of these programs are well established, while in primary and secondary levels, Chinese is a new subject with a much smaller percentage of students and few resources. Therefore, the Institute focuses our promotion and support at this level. Our culture integrated language program is attractive to students and helps to raise the students’ motivation for learning. Our activates for the older age group also use the strategy of introducing the culture with the aim of educating New Zealanders to become ‘China literate’.

目前存在的问题主要是汉语教学基础薄弱,汉语和文化推广工作刚刚起步,面临许多困难和挑战。新西兰学校对外语教学相对不够重视,2006年, 选修外语课程的学生人数只有20%左右,其中汉语仅为0.6%;而在师资方面,具有新西兰教育部教师资格的汉语教师数量极为匮乏,也阻碍了汉语的进一步推广。

The main challenge we are facing as an Institute is the weak foundation of the Chinese programs in this country. Chinese programs and their promotion are relatively new and face many difficulties and challenges. Foreign language is not a popular choice in New Zealand schools with only about 20 percent of students taking foreign language as a subject option, of which only 0.6% chose Chinese in 2006. The lack of New Zealand qualified teachers of Chinese has also hindered the development of Chinese programs in the country.
