一、认真阅读《孔子学院章程》、《孔子学院中方资金管理办法》、《关于合作建设孔子学院的协议（草案模版）》等相关文件。了解孔子学院性质、宗旨、业务范围等。

二、审查自身是否具备申办孔子学院的条件： 　　

（1）申办机构所在地有学习中国语言和文化的需求； 　　

（2）有符合办学需要的人员、场所、设施和设备； 　　

（3）有必备的办学资金和稳定的经费来源。

三、准备申请材料：

（1）机构负责人签发的申请函；

（2）申办计划书。内容需包括：

（a）申办机构简介；

（b）用于孔子学院的教学场所、设施和设备；

（c）市场需求预测、管理机制及运营计划；

（d）经费筹措及管理；

（e）孔子学院总部要求提供的其他材料。 所有申请材料均请附汉语文本。 　　

注：申办机构可自行联系中方合作院校，并在申办计划书中说明。

四、将申请材料提交孔子学院总部，也可提交给中国驻当地使（领）馆教育处（组）或文化处（组）。 　　

注：如申办机构未自行联系中方合作院校，可委托总部推荐。

五、总部对申请材料进行审查。审查方式包括：文件资料审查、当面听取报告和实地考察等。

六、总部向申办机构出具“同意设立孔子学院的函”。双方商签《关于合作建设孔子学院的协议》。

七、申办机构与中方合作院校商签《执行协议》。

Apply for Establishing a Confucius Institute Read carefully the Constitution and By-Laws of the Confucius Institutes, Regulations for Administering the Chinese Funds for the Confucius Institutes, Agreement for the Establishment of the Confucius Institutes, and other related documents. Learn about the nature and mission of the Confucius Institutes as well as the work they engage in.

Examining whether you meet the following criteria for establishing a Confucius Institute: a. That there is a need or demand for learning about the Chinese language and culture at the applicant?ˉs location; b.That the personnel, space, facilities, and equipments required for language and culture instruction are available; c.That the capital for the establishment is in place, and that the source of funds for operation is stable.

Prepare application materials, including: (a) An Application Cover Letter signed by the person in charge of your university/college/agency. (b) An Application Proposal.Contents include: (i) An introduction of the applicant; (ii) A plan of the required instructional space, and lists of the relevant equipment and facilities available for the proposed Confucius Institute; (iii) A projection of market demand, and operational and management plans for the proposed Confucius Institute; (iv) A statement detailing the source, regulation, and management of the funds for the proposed Confucius Institute; (v) Other materials required by the Headquarters of the Confucius Institutes.

Please provide a Chinese version of all the application materials.

You can look for and contact a Chinese partner on your own.If so, please indicate in your application.

Submit the application materials to the Headquarters of the Confucius Institutes.Meanwhile, they could also be submitted to the Education or Cultural Sections of the local Chinese Embassies or Consulate Generals.

If you have not decided a Chinese partner yet, you may ask Hanban to seek one on your behalf.

The Headquarters assesses your application package.The assessment may include verification of the document materials, debriefings and interviews, and on-the-spot investigations.

The Headquarters issues you Letter of Approval for Establishing the Confucius Institute.The two parties negotiate and sign the Agreement for the Establishment of the Confucius Institute.

Negotiate with your Chinese partner university/college/agency and sign Supplementary Agreement between your two parties.
