11月29日，在托木斯克国立大学举行了“孔子学院总部与俄罗斯托木斯克国立大学合作建设俄罗斯托木斯克国立大学孔子学院”的签字仪式。中国驻俄罗斯大使馆教育处裴玉芳公参出席并代表孔子学院总部与托木斯克国立大学签署了合作协议。参加仪式的还有托木斯克州科技和教育副州长Vladislav I. Zinchenko先生，以及国际国内关系厅厅长克列切托娃女士等。 签字仪式上，托木斯克副州长、国际国内关系厅厅长都对托木斯克国立大学孔子学院的成立给予了高度赞扬和肯定。表示，今后一定会高度关注和支持孔子学院的发展与壮大。
