On May 28th, the Confucius Institute at Tomsk State University was solemnly and formally unveiled. Nearly 100 people attended the unveiling ceremony, including a delegation from Shenyang Ligong University, the president of Tomsk State University, Mayiyer Georke and representatives from the Tomsk government. Russian National Television and other related media reported on the ceremony. Xing Gui, Party Committee Secretary from Shenyang Ligong University and the president of Tomsk State University unveiled the Confucius Institute together. And they also planted trees on the campus, representing the enduring Sino-Russian friendship.

After the unveiling ceremony, the first council of the Confucius Institute was held. The council discussed and passed the regulations of the Confucius Institute as well as the 2008 budget. They also promised to make concerted efforts for the proper management of the Confucius Institute.
